"We would bring that committee would bring its findings to this board. And upon approval by this board, it would only then be forwarded to the commission," the manager said when describing the committee's deliverables.
Board discussion focused on terminology and scope. Several members objected to the colloquial use of the term "zombie lots," preferring terms such as "unbuildable" or "utility‑challenged." Members and the public suggested the committee may need to commission background research (property ownership, infrastructure proximity and legal constraints) and that modest expenditures could be necessary; the board authorized seeking supplemental appropriations if the committee requires resources beyond budgeted lines.
