The Pahrump Regional Planning Commission approved a conditional use permit (CU25‑13) to allow a commercial kennel, a cat cafe, grooming and a rescue operation at 520 Southeast Street.
Planning staff recommended approval subject to the standard and special conditions in the staff report. The application proposes a facility with an operational capacity the applicant described as roughly "25 to 35 cats and dogs combined". Applicant Brianna Kirsner said the project is focused on welfare: "It is going to make a difference in animals' lives. We prevent unnecessary euthanasia for behavioral and medical concerns," Kirsner said, describing indoor/outdoor kennel doors, play groups and daily socialization strategies.
Animal services manager (through staff) provided operational guidance; public commenters with kennel experience questioned the need for a conditional use permit and recounted prior permitting history on the same property. Neighbors asked about shade, misting and heat mitigation; Kirsner said outdoor runs will have shade and pools rather than misters, and the facility will schedule midday nap times during extreme heat.
Commissioners limited the permit to no more than 35 animals and voted to approve CU25‑13, subject to the conditions in the staff report and the animal‑count limitation.
