Staff said the waiver was requested under Nye County code and recommended approval with standard and special conditions. Applicant Josh Wheeler told the commission the project will be a storage facility with an opaque fence designed to screen any plantings and to reduce irrigation demand. “Everything in front of the fence is set to be landscape rocks, big boulders,” Wheeler said, adding the fence itself makes visible plantings “a moot point” and reduces the project's water footprint.
Commissioners asked about the property's distance from the nearest fire hydrant and whether the 30‑day construction timing condition tied to administrative site development approval could be met; staff clarified the 30‑day start condition applies after site development plan approval. A public commenter urged more visible, townwide landscaping practices, noting Pahrump’s desert context and stretches of unlandscaped frontage along Highway 160.
The motion to approve WV25‑13, subject to the conditions in the staff report, passed unanimously.
