County planning commission finds North Kingsway mixed-use amendment inconsistent

The Hillsborough County planning commission voted unanimously to find HCCPA 23-09 (1005 North Kingsway Road) inconsistent with the unincorporated county comprehensive plan.
County staff (Tarek Royal) recommended inconsistency, citing goals, objectives and policies requiring gradual transitions in density and compatible development (policies cited included policy 16.2 and community-plan policy 12-1). The privately initiated amendment sought to change 14.47 acres from Residential 4 to Community Mixed Use 12.
Applicant Todd Pressman described the proposed use as a veterans community living center ("a nursing-home-level care facility" for veterans) and said the site is adjacent to intensive uses along US-92 and argued the corridor is appropriate for higher intensity. He also said the applicanthas existing entitlements and a companion rezoning that would cap a VA facility at 200,000 square feet.
Multiple Seffner residents testified in opposition, noting traffic, compatibility, and distrust that the VA use would be the ultimate use; petition totals and neighborhood outreach were cited. After questions and rebuttal, the commission voted to recommend HCCPA 23-09 be found inconsistent; the recommendation will go to the Board of County Commissioners for final action.
