Several commissioners objected to the timing and notice for the proposal. “I am absolutely voting no on this,” Commissioner Kemp said, arguing the reallocation would zero out the HOPE Affordable Housing Program and that public speakers had just urged restoration of that funding. Legal and budget staff said they had not received a written motion in advance and requested minutes to recalculate rollback/trim numbers; the board recessed briefly so staff could run the necessary calculations. When the roll call returned, the motion failed 3–4; the transcript records Commissioners Cohen, Hagen, Kemp and Myers voting no.
