Commission briefed on City of Tampa coastal management update, staff to start public outreach

Planning Commission staff presented a briefing on proposed updates to the City of Tampa comprehensive plan’s coastal management element, focusing on better organization and an increased emphasis on resiliency and sea‑level rise.

Sean College said the updated element will be organized under three goals — natural resources, resiliency (including beaches, coastal hazards and evacuation/shelter), and water uses/development (marinas, dredge and fill, land‑use considerations). Staff are moving some items — for example, a prior no‑net‑increase residential density criterion — into the future land use element and planned to relocate public expenditure policies to the capital improvements section where appropriate.

College said the update encourages freeboard consideration and will undergo stakeholder outreach including community meetings and online opportunities; staff expect to return for a public hearing in November and to transmit to the City of Tampa in January with adoption anticipated next spring.

Commissioners provided targeted feedback — for example, concerns that policy language should avoid subjective standards and that encouraging underground utilities may not always be feasible — and staff said wording choices such as "encourage" were intentional to avoid mandating city code and that staff will refine phrasing for clarity.
