Commission finds Hillsborough County 2025–29 CIP consistent with county plan; $4 billion in projects identified

Planning Commission staff presented the county’s proposed Capital Improvement Program (CIP) and Capital Improvements Section (CIS) schedule for fiscal years 2025–2029 and recommended the commission find the update consistent with the Hillsborough County comprehensive plan.
Erica Larson told the commission the full five‑year CIP totals approximately $4,000,000,000 covering 288 projects placed into eight program areas; transportation and water enterprise account for the largest shares. She explained the schedule of projects addresses level‑of‑service priorities and that the CIS update is accomplished by ordinance under Chapter 163 requirements.
Staff noted project breakdowns by level‑of‑service priority: elimination of deficiency, maintaining service, and future growth categories. Larson said 144 projects (approximately $1.2 billion) are located within the Urban Service Area and discussed projects in rural and coastal high‑hazard areas that serve both urban and rural populations.
There was no public comment. A motion to find the County Administrator’s recommended CIP and CIS schedule consistent with the county comprehensive plan was moved and seconded. The commission approved the consistency finding; one commissioner (Cardenas) was out of the room during the vote and the motion carried by those present.
The consistency finding advances the county’s capital schedule toward ordinance adoption and subsequent implementation steps by responsible departments and agencies.
