Commission transmits Goal 6 (built environment) after public concerns over scope

The board voted 7–0 to transmit HCCPA 23-26, a comprehensive-plan update to Goal 6 that consolidates objectives and policies addressing the built environment. Andrea Papinger of Planning Commission staff summarized changes that reduce the goal from 10 objectives and 70 policies to seven objectives and 38 policies, and she said staff had removed duplicative language and simplified sections including circulation and roadway landscaping.
Attorneys for private interests argued that much of the proposed language is already regulated in the land development code and urged deleting the goal entirely; Cammie Corbett said the policies “really don't need to be there” if they will not be used for a consistency finding. Planning staff and several commissioners favored transmitting as a clean way to delete and refine language at adoption. Commissioner Walston moved to transmit so staff can return with cleanup edits at adoption; the motion passed 7–0.
