County votes to transmit Goal 4 comprehensive-plan text amendments for state review

The Hillsborough County Board of County Commissioners voted unanimously to transmit HCCPA 23-24, revisions to Goal 4 of the comprehensive plan, after a staff presentation and public comment. Planning Commission staff said the update replaces the context classification map with a functional classification map, clarifies urban versus rural design standards and sets limits intended to preserve industrial lands, including a 0.25 maximum FAR for retail and commercial uses in industrial future land use categories.
Planning Commission staff Jay Collins summarized the package and recommended transmittal, saying the changes “are consistent with the goals, objectives, and policies of the unincorporated Hillsborough County comprehensive plan.” Residents and stakeholders urged adjustments: Nancy Pataracki called for expanded neighbor notification and protections for rural lakefront properties, asking the county to add 300 feet to notification distance and to prohibit certain commercial property accesses across private lakes. “Individual residential property owners… should receive the same property protection, safety consideration, and privacy as any lakefront residential property owner,” Pataracki said.
Commissioners discussed enforcement gaps tied to accessory dwelling units and whether detailed locational criteria belong in the comprehensive plan or in the land development code. Commissioner Cohen said the public raised “very good suggestions” and moved to transmit the item so staff can compile comments and make changes at the adoption hearing. The motion passed 7–0. The board recorded the motion to transmit (moved by Commissioner Cohen, seconded by Commissioner Willstell); the vote was recorded as carried 7–0.
