Water operator outlines tank-cleaning plan; council eyes short-term loan for wastewater work

Robert Archer presented the April 2025 water and wastewater operational report: water use totaled 856,100 gallons (average 28,537 gpd) and wastewater flows were lower than last year but the wastewater primary tanks are full and partially clogged. Archer said primary and recirculation tanks will need to be emptied, inspected and have lines blown out to restore optimal operation.
Archer said he will obtain price quotes from engineers and contractors and expected to provide preliminary cost figures to city staff the following week. Council members noted the work is not in the current budget and discussed an interfund loan to cover immediate costs; the clerk estimated an interfund loan could be a short-term option while staff refines estimates. Archer explained the cleaning is preventive maintenance to avoid state compliance problems and to keep effluent quality within permit limits.
