Commission considers transfer from Deuel Creek contingency to cover mosquito abatement work

Adam Wright, Public Works Director, told the Commission the Deuel Creek mosquito-abatement channel has experienced erosion and muskrat damage and that permitting delays pushed the work timeline back. The County had originally budgeted around $380,000 for a contracted installation but later planned to perform the work internally for about $160,000. Wright said a contractor already on site offered to install the box culvert and returned a quote of roughly $350,000; he requested transferring the remaining balance from the Deuel Creek contingency fund to cover the cost if the quote proved reasonable.
Controller Scott Parke said this internal transfer does not require additional countywide funds and does not trigger a public hearing. Commissioners Stevenson and Kamalu indicated their support for the transfer, while staff cautioned that using contingency reduces flexibility on the larger $1.5 million Deuel Creek project currently in phase two.
