County Controller Scott Parke opened the work session on July 14 by outlining proposed amendments to the 2026 operating and capital budgets. He told the Commission the first amendment corrects an accounting error to stop transferring Attorney payroll to the Drug Court because “that payroll is already covered by a grant,” which avoids any added County expense. Parke also described rolling over $715,000 in unspent Community Oriented Policing Services (COPS) grant proceeds from 2025 into 2026 to be used by the Sheriff's Office.
Parke presented the net effect of the items discussed and warned that removing the two contingency uses proposed (a $50,000 earnest deposit for land acquisition and $100,000 for legal defender appeals) would leave roughly $150,000 in the Contingency Fund for the remainder of 2026, “just under half of its starting balance.” He said the budget amendments will be scheduled for a public hearing and formal approval at an upcoming Commission meeting. No formal vote was taken at the work session.
