Newbury committee identifies contractor evaluation priorities, flags lead/asbestos checks

At its Jan. 13 meeting the Newbury Energy Committee assembled a list of evaluation topics and questions it plans to raise with contractors bidding on the MERP Town Office RFP. Committee members requested that bidders demonstrate experience with historic-preservation work, supply life-cycle cost projections and replacement timing for proposed equipment, and detail warranty coverage.
Members also emphasized written instructions for town maintenance duties, clarity about what the town must do to maintain new equipment, and questions about how construction will affect town office occupants (for example, listers and the post office). The committee flagged potential hazardous-material issues: anything built before 1977–78 was assumed to possibly contain lead paint and could require testing; asbestos remediation was also raised as a potential need. These criteria will inform how the committee evaluates proposals and site-visit conversations.
