Tony O’Meara presented materials prepared by the Addison County Regional Planning Commission explaining that municipalities with defined Downtown Centers, Village Centers, Village Areas, or Planned Growth Areas can opt into Tier 1B to limit certain Act 250 permit triggers. Mr. O’Meara said TRORC has asked to meet with the Selectboard about Tier 1B; the Planning Commission and the trustees of both villages plan to participate in that discussion.
Wells River Trustee Michael Thomas said he has questions about how Tier 1B would apply to Wells River Village. The minutes record that regional staff and town officials will continue discussions with the Selectboard to clarify the scope and implications of opting in to Tier 1B.
