Council awards $3,000 RTMP grant to Keg & Cask Festival to support local food bank

The City of Westfir granted $3,000 in RTMP funds to the Oak Ridge Keg & Cask Festival after hearing a presentation from event organizer Amy Kelly.
Kelly described the festival’s major expenses — marketing and merchandising account for roughly a third of last year’s budget — and said much product is donated. “Ninety percent of all profits go to our local food bank, the Open Food Pantry,” Kelly said, adding that last year’s event raised about $6,500 for the pantry. Staff reported the RTMP budget for the year was $18,100, with $9,204 spent and a remaining balance just under $8,900.
Council discussed the available balance and competing requests before Council member (speaker 4) moved to award $3,000 to the festival; a second and roll-call followed. The mayor and councilors voted in favor and the motion carried.
The grant is intended as a partial event subsidy; the organizer said the festival relies on donated in-kind product and other fundraising. The council noted that if additional RTMP funds are requested later in the year a supplemental appropriation would be required.
The festival organizer will submit an invoice for payment and the city will process the award per its RTMP procedures. The council did not attach additional conditions beyond the standard documentation and reporting requirements.
What happens next: the city will process the payment after invoice submission and continue to monitor RTMP expenditures for the fiscal year.
