At its Oct. 14 meeting the Milbank City Council approved the first reading of Ordinance 853, a supplemental 2024 budget adjusting multiple funds. The ordinance includes a $10,000 increase in the general fund for council and staff training (to be covered by the general fund balance), $1,000 for the DARE program from private donations, a $300,000 allocation from COVID Relief Funds earmarked for a drainage ditch project, and a $65,200 allocation from bond funds to the Visitor Center beam repairs.
The formal motion for first reading passed on a roll call vote, 6‑0. As described in the meeting minutes, "The general fund increase of $10,000, covered by the general fund balance, is designated for council and staff training." The ordinance remains at first reading; subsequent readings or final adoption were not recorded at this meeting.
The ordinance also reallocated $134,200 back into the bond fund, added $177,000 to TIF #4 as pass‑through funds, and used $12,200 from the special revenue (third penny) balance to cover current overages. Council members approved the first reading unanimously and will consider later readings as required by ordinance procedure.
