As described in the meeting minutes, "The general fund increase of $10,000, covered by the general fund balance, is designated for council and staff training." The ordinance also reallocated $134,200 back into the bond fund, added $177,000 to TIF #4 as pass‑through funds, and used $12,200 from the special revenue (third penny) balance to cover current overages.
