The board used public hearings to handle contested and procedural matters affecting county road rights‑of‑way. A July hearing on vacating the south 5,005 feet of county road 328 (between Sections 20 & 21 T6N R15E) drew nearby landowners and concluded with a motion adopting Resolution 2014‑22 to vacate the segment after no opposition was presented.
Across the year the board approved numerous road‑entrance applications (for example, Luke Andrew, Darrell Sommerholder and others) and conditional permits for underground or overhead utility crossings by Windstream, OPPD and others. The board also coordinated Right‑of‑Way paperwork for bridge replacements (Peru West C006433135, Brownville NW C006423910) and followed NDOR and U.S. Army Corps permitting steps where federal review was necessary.
Several landowners who raised concerns about access or ROW (for example, Roger Gerdes and others) were directed to file formal requests and refer to engineering staff. The board recorded motions approving multiple permits and directed highway staff to prepare ROW and bid documents as projects moved toward construction.
