Nemaha NRD and county reach agreement: county commits cash and in‑kind services for Duck Creek bridge

In December the Nemaha Natural Resources District and the Nemaha County Board finalized cost‑sharing for a Duck Creek watershed bridge and concrete box culvert project. NRD staff provided updated engineering costs; the county and NRD discussed several funding permutations during multiple meetings in 2014.
At the board’s Dec. 9 meeting the County Commissioners authorized a proposal to NRD that committed up to $100,000 in county in‑kind work (road crew labor and equipment) plus up to $300,000 in county cash contributions. The board asked that the cash be paid in installments, with the first payment due by June 30, 2016; NRD agreed to manage the construction contract and engineering under the existing interlocal framework. The agreement moves a previously stalled project into the permitting and procurement phase and allows NDOR/USACE permitting steps to proceed with a known local match.
County officials emphasized the decision balances limited local resources against the need to repair a structurally important water crossing on county roads. The board recorded adoption of interlocal paperwork and a Floodplain application (where required) and directed staff to proceed with contract documents per NRD’s engineering timetable.
