Nemaha County adopts 2016 budget, sets property tax rate and approves small levy increase

The Nemaha County Board of Commissioners adopted the FY2015–16 budget and set the county property tax levy at $.303873 after a public hearing Sept. 9. Chairman Dennis Wittmann said the budget reflects routine county operations, infrastructure projects and department requests presented during the fall hearings.
The board also adopted Resolution 2015-24 to raise the base limitation percentage (the additional 1% adjustment) and adopted Resolution 2015-25 to formally adopt the county budget. “We held the public hearing and received no public protests,” County Clerk Joyce Oakley said after the vote, which was unanimous. The commissioners said the change gives the county limited additional budget capacity for the coming year.
The action followed standard public notice and a separate public hearing on the One & Six Year plan earlier in the year. The board noted planned spending on road and bridge projects already in design or out for bid. The county’s fiscal documents show appropriations and the corresponding mill levy needed to fund them; the board set the rate to match the adopted appropriations.
What happens next: adopting the budget and tax rate allows staff to issue purchase orders, proceed with contracted projects and publish the required notices. The board also directed county staff to publish the adopted budget and certify the levy to the state as required by statute.
