Commissioners table planning-and-zoning bylaw edits after debate over residency language

The Daggett County Commission voted to table proposed updates to the planning-and-zoning bylaws after commissioners raised questions about a change that appears to remove a requirement that board members "shall be residents of Daggett County." The item was introduced by the chair and presented by Carrie Olsen of planning and zoning.

Olsen said the recent draft incorporated wording suggested by Kent and Vicky and that she had corrected formatting and font inconsistencies. Commissioners discussed whether membership should be limited to residents of the unincorporated county or whether owners of property who do not live on the property (secondary homeowners) could serve. One commissioner said the intent was to avoid allowing town residents to make rules for areas they do not live in; another argued property owners who live elsewhere in the county could still be eligible.

Commissioners also noted other issues that need clearer wording, including the duties of alternates and conflict-of-interest provisions. Carrie Olsen said Kent had seen earlier versions and that his last recommendation was a formatting fix: "his last recommendation was just the formatting and the font we need to fix, so I fixed that." A commissioner moved to table the item until planning-and-zoning brings back a version that restores or clarifies residency language and addresses the alternate duties and conflict-of-interest wording; the motion was seconded and approved by voice vote.

The chairman asked staff to consult with Kent and return the bylaw revisions to the commission for further review. No formal changes were adopted at the meeting; the item will return for additional consideration and potential amendment.
