Board adopts FY2012–2013 budget, sets levy and authorizes audits and transfers
Summary
At the Sept. 12 public hearings the county adopted the FY2012–2013 budget (Resolution 2012‑32) and set the tax levy (Resolution 2012‑33). During the year the board also authorized transfers (including $100,000 to a Road/Bridge Fund) and engaged the State Auditor for a three‑year engagement.
Nemaha County commissioners completed formal budget adoption for fiscal 2012–2013 during public hearings held Sept. 12. By recorded motion the board adopted Resolution 2012‑32 establishing the fiscal year operating budget and set the county tax rate for FY 2012–2013 at 0.365975 (Resolution 2012‑33). The board had earlier voted to allow the allowable base limit to rise (Resolution 2012‑31) by 2.5% plus the additional 1% permitted under statute for the budget year.
Throughout 2012 the board moved funds and authorized multi‑year engagements consistent with audited recommendations. For example, it approved a three‑year engagement agreement with the Nebraska State Auditors to conduct county audits (motion in March) and created a Road/Bridge Improvement fund (Fund 0802) with a $100,000 transfer from the road fund (Resolution 2012‑21). The board also approved a transfer to the County Buildings fund (Resolution 2012‑22) and several limited transfers to cover department shortfalls (Resolution 2012‑20). These recorded transfers and audit engagements appear in regular minutes and were adopted by roll call.
