Bobby Archer presented the water and wastewater monthly report for June 2025. He reported total water use of about 1,300,600 gallons (averaging roughly 43,353 gallons per day) compared with about 1,085,400 gallons the prior year; wastewater flow reported was about 127,611 gallons (avg ~4,254/day). Archer said Best Septic had addressed a spot hole in the primary tank and that a larger pump/hauling project (~$40,000 estimate) will likely be deferred to fall for cooler work conditions.
Staff also summarized a DEQ letter designating the city as a management agency under the Willamette Subbasins TMDL program and requiring an updated temperature implementation plan by 2026-11-09. City staff and council discussed monitoring, staffing constraints in the public works department, operator certification timelines, and the need to document procurement steps if larger contracts exceed $25,000.
