Councilors discussed budget sources (building reserve ~ $80,400; $40,000 appropriated in this fiscal year for related items) and the need for competitive bidding for work above $25,000. Questions included whether window replacement must be included and whether to approve a not-to-exceed amount to expedite repairs. Council asked staff to return with revised estimates and scope clarifications, and to propose a work session if needed to finalize specifications and procurement approach.
