Mayor Watson presented Ordinance No. 147, which sets procedures for obtaining administrative warrants to enforce city ordinances and outlines steps for abatement, notice, and legal review. She read from section 7 noting the emergency-inspection exception: “Nothing in Westwood ordinances prohibit the city from conducting an inspection or abatement without a warrant, or [where] emergency or exigent circumstances exist to make the inspection or abatement immediately necessary to protect public health, safety, or welfare,” the mayor said while reviewing the ordinance language.
Councilors discussed that the ordinance is complaint-driven and is meant for extreme nuisance/health hazards when ordinary nuisance letters and notices have not produced compliance. The city attorney and staff will prepare affidavits and supporting documentation when moving to court. After discussion the council voted unanimously to adopt Ordinance No. 147 in a single-meeting adoption (it had been posted in advance) and noted it will be effective 30 days after adoption.
