MLAC approved HB 4040 with the -19 amendment on Feb. 5, 2026. Taylor Sarman of the Oregon Society of Physician Associates explained that the -19 amendment clarifies language about similarly licensed providers from other states or countries and adds that the administrator may consult with the Oregon State Board of Nursing regarding nurse practitioner issues.
Emily Cronan moved approval and Kim Schlessinger seconded; the motion passed with no opposition or abstention. Members noted this amendment is the portion of the omnibus bill relevant to workers' compensation and that SAIF reviewed and approved the amendment. Co‑chair Strickland and members flagged related future policy topics, including whether to revisit open‑ended time loss.
The committee's approval is an advisory recommendation intended to be transmitted to the Legislature in a co‑chairs' letter.
