Budget presenter explains quorum, voting rules and committee role

A staff member addressing the Yamhill Carlton SD 1 budget committee said the panel requires six members for a quorum and that a majority vote is needed to take action. "The quorum is required to contact, business, so we have to have 6 members at our meeting," the staff member said.
The presenter described the committee's responsibilities: review the proposed budget, listen to and consider public comment, deliberate and approve. She said the committee does not set staff salaries or benefits, cannot discuss individual employees, and should not add or delete programs or develop policy, which are the board's responsibilities. "So what is not the role of the budget committee is you're not setting staff salaries and benefit levels," the staff member said.
The presenter also explained procedures for modifying appropriations after adoption: movements within funds and functions are allowed, but any change greater than 10% must go through a supplemental budget hearing. Committee members were told they may request additional information during meetings and that staff will provide materials in advance to support deliberation.
The meeting closed after questions and an invitation to contact staff with follow-up queries; staff noted the budget will be posted on the district website about a week before the committee meeting to allow review.
