Montrose’s finance staff presented a proposed Budget/Donation Policy on July 8 and the council voted to approve and activate the policy.
Finance Officer Nicole Siemonsma described the proposal as a way to allow controlled donations to nonprofit organizations through a formal budgetary approach and to protect taxpayer funds. She said she had consulted the city attorney about legal boundaries and about preventing attempts to use city accounting to avoid tax obligations. The council approved the budget/donation policy (Action 25-108) with a motion by Council Hanisch and a second by Council Binder; the vote was recorded as unanimous.
Resolution #2025-006 (Set Donations/Budgetary Policy) will be revised to include clarified language on eligible donations and will be brought back to the council for final authorization in August.
