Neighbor urges board to wait for HOA/ARC final approval, warns of precedent

Donna Larkin, a neighbor to the applicant at 3664 Farley Court, urged the board not to approve the variance before the homeowner association’s Architectural Review Committee (ARC) and HOA completed their review. “I believe that this is it's premature to even be considering this until we have final approval from the HOA,” Larkin said during public comment.
Larkin told the board she was told the ARC review had been only conceptual and that final ARC/HOA approval had not been granted; she warned that allowing an attached structure to encroach into setbacks could set a precedent that reduces large open yards in Planters Grove. Board members acknowledged Larkin’s concerns and discussed how city and HOA processes are separate, but they ultimately required the applicant to provide proof of ARC/HOA approval at permitting as a condition of approval.
