D.R. Horton reports construction mobilization, water work starts for 4100 South extension

Adam Lozer, identified in the meeting roster as a D.R. Horton representative, gave the council an operational update on construction activity for the 4100 South extension. "March 30, we had our final UDOT meeting ... On March 31, we had a pre construction meeting with Magna Water District and kicked that off," Lozer said, adding that excavation and grubbing have begun.
Lozer told the council that West Valley City provided final stamped plans on April 15 and that, as of April 23, Magna Water granted permission to start water-infrastructure work. "Our excavator saw the excavation mobilized and started doing some cleanup work and grubbing to get going there," he said. Lozer said the contractor hopes to begin storm drain and road work after a formal pre-construction meeting with West Valley City scheduled the next business day.
Meeting participants were told parts of the project — including the 4100 leg — will proceed while full roadway work on 8400 may wait for school-year traffic considerations. Lozer emphasized sequencing: water infrastructure and storm-drain work will precede full closures of 8400 to avoid exacerbating peak school traffic.
