State appropriation and developer escrow arranged to cover 4100 South extension costs

Bracken listed a mix of sources: "There is a $1,800,000 state appropriation that ... we secured this $3,000,000 funding request at the end of this session," and said those sources plus local and district arrangements yield up to $4,800,000 in anticipated state funding. To address the potential gap to the upper-end cost estimate, Bracken said, "D.R. Horton has agreed to provide $750,000 in funding to cover that gap" and that money would be placed in escrow and returned if not used.
Council members were told the figures are estimates and that engineers provided a best-case and worst-case range ($3.6M–$5.5M). Staff flagged that construction-market volatility (for example, fuel or material prices) could change final costs. The council voted to approve the contract conditional on the financing arrangements described at the meeting and with staff next steps to begin state paperwork.
