Council adopts rules of order and approves surplus property threshold and commission appointments

“These are far more easy to understand than Robert's rules, for example,” Gilmore said, explaining that the rules cover motion practice, agenda items, and reasons for closed session. Council moved, seconded and approved the rules by voice vote. Council also approved an ordinance to set the surplus‑property disposal threshold consistent with procurement code at $10,000 (so items under that amount need not come to council), and approved parade participation guidelines and updated planning commission terms and appointments with staggered durations.
Council recorded motions and votes for each item on the consent and council business agendas and asked staff to document surplus disposals per the policy.
