City lobbyist reports on 2026 Utah session: HB429 narrowed, HB241 fails, housing bills remain concern

Corey Holdaway, Magna’s contracted lobbyist, briefed the council on highlights from the recently concluded Utah legislative session and identified several bills that could affect the city.
“We were able to get that part of the bill out,” Holdaway said of House Bill 429, which initially included special service‑district provisions that would have affected local services; the provision was narrowed and the enrolled bill now addresses garbage collection. He said House Bill 241 — a measure that would have prioritized charter schools over municipalities for certain public‑school property — made it to the Senate but ultimately failed. Holdaway also flagged House Bill 501, a water‑modifications bill that did not pass and which, he said, could have imposed new funding requirements on residents if enacted.
Holdaway told council members he and League of Cities and Towns representatives will continue monitoring interim activity, particularly around property‑tax proposals. “Senator McKay is like a dog with a bone,” Holdaway cautioned, saying property‑tax work will likely return next year in other forms. Council members asked what to expect in the interim; Holdaway recommended continued engagement through the League and regular updates to the council.
