CCF lead historian Dr. Jim Campos described the project as a privately funded "educational history monument" developed over more than two years with historians, tribal representatives and community members; he said the foundation would donate the monument and help restore the Seal Fountain. Multiple public speakers — including representatives from schools, local arts organizations and residents — voiced strong support for the panels as a place‑based educational resource.
Council members emphasized the value of processing the project under the new policy rather than deciding it ad hoc. Vice Mayor Salerno noted the timing: "I think it's really helpful that this will be the first project that can bring the policy to life," and other councilmembers asked staff to ensure broader outreach to stakeholders identified during public comment. Staff will return with additional information and a second preliminary review before ARB and any final council action.
