Town staff presented a draft revision to the planning board fee schedule, and the board discussed whether to forward it to the town council.
Staff said the draft reorganizes fees by sketch plan, preliminary/final plan and site-plan tiers tied to square footage, and proposes a deposit paid by applicants to offset third-party review costs (for consultants such as North Star Planning or technical reviewers). "That money gets pulled out of there to reimburse those costs to the 3rd party... At the end of the project, any remaining funds [would be] returned to the applicant," staff said. The draft also compared Lisbon Falls’ proposed rates with nearby towns.
Board members asked whether impact fees might be added later for water, sewer or schools and discussed competitive positioning with peer towns. The board did not adopt the schedule but asked staff to forward the proposal and to clarify specific line items (including amounts shown in the draft) before council review.
