Planning board delays decision on 675 Lisbon Street self-storage plan after applicant absent

The Lisbon Falls Planning Board on Tuesday reviewed a site plan for a proposed three-building self-storage complex at 675 Lisbon Street but declined to make a decision after the applicant’s representative was not present.
At the public hearing neighbor PJ Schultz said he and his wife live in the house directly across the street and asked for details about the proposal and its impacts. "My wife and I live in the Blue House directly across the street from where the storage is," Schultz said, adding he was concerned about lighting and the "activity that goes on and can go on in storage facilities." Chair (speaker 4) told the audience the project packet and site plans are available on the town website and recorded an opposition email from another neighbor.
Anarosa Whitman of North Star Planning provided an overview at unfinished business, describing "three self storage buildings" totaling "a total of 11,600 square feet of storage space," with vinyl-clabbered siding proposed for the street-facing façades, a fence and three cherry trees for landscaping and two required parking spaces. Whitman also noted pedestrian striping along Route 196 and that the office component originally discussed had been removed from the current application.
Board members agreed that, because no applicant representative was available to answer detailed checklist and standards questions, the board would discuss the application at a future meeting but would not take a final vote at this session. The item was carried forward to the next meeting so the applicant can appear in person or by representative.
The planning board emphasized that design standards for the Route 196 corridor apply to street-facing façades and that full application materials will remain on the town's agenda packet for public review. The board did not take a final action on Case 26-01 and scheduled further consideration at the next meeting.
