Ross Cunningham, the town’s economic and community development director, said the grant would cover a no‑match program to improve emergency communication around extreme heat, stormwater flooding (noting Davis Street) and to build community preparedness following recent local emergencies. "The first part is a resilience communications coordinator, part‑time position to be hired out for 16 months," Cunningham said, adding the program includes a target of about 3,000 residents to sign up for the notification system.
Councilors asked about durability after the 16‑month period; staff said the intent is to contract for the position (not hire it as a town employee) and to pursue follow‑on grant funding or transition duties to town operations once the system is established. The council approved acceptance of the grant and authorized staff to submit final paperwork.
