City to post system development fee study; public hearing set for Sept. 14

Kannapolis staff previewed an upcoming system development fee (SDF) study and timeline for public comment and possible adoption.
Miss Jones explained SDFs are one‑time charges assessed to new water or wastewater customers to recover a proportional share of capital cost for providing service. “The general statute defines very clearly what a system development fee is in Chapter 162A, Article 8,” Miss Jones said. She said the consultant Willdan prepared the statutorily required analysis, which will be posted to the city website by July 28 and remain open for at least 45 days of public comment.
Miss Jones said the consultant will present methodology and findings at the Sept. 14 meeting and the council will hold a public hearing that day with the goal of voting to adopt new SDFs and revising the fee schedule. Staff said this presentation was a high‑level preview and a fuller presentation will follow with the consultant.
