Staff presented an amended ordinance to align the city's Greenway code with Minnesota state statute for electric-assist bicycles and to clarify class 1, 2 and 3 definitions.
"Our current ordinance says that their maximum power on the electric motor is limited to 1000 watts or less. The current Minnesota statute says 750 watts or less, so that will be what is in the new updated ordinance," Reed Huttman said. He added that city staff will request a final determination from Minnesota DNR about whether e‑scooters are allowed where the greenway runs through state‑owned park property; preliminary DNR guidance suggested designation options that allow the city ordinance to apply.
Staff said city attorney input has been incorporated and that final DNR clarification will be obtained before the ordinance is placed on the consent or adoption agenda.
