Water & Light to fund VFW Arena water‑main replacement; change order will raise GMP for arena project

Design work for the VFW Arena parking reconstruction identified a water main beneath the planned parking area that dates to the 1970s and uses a concrete-asbestos pipe type. Staff said Water & Light reviewed the condition and decided to pay for the replacement to expedite timing and avoid later conflicts with the parking reconstruction.
"The motion or the action in front of you tonight ... is it will look like a change order in our contract ... and because Water and Light is fully funding this portion of the project ... it will increase the guaranteed maximum price at the VFW Arena project by the amount of the water main replacement," Reed Huttman explained. Huttman emphasized there is "no increase to what's authorized for bond, bonding or the sales tax proceeds" because Water & Light is covering the replacement costs.
Council members reacted that doing the replacement now made sense after Water & Light crews discovered the line while beginning work. Staff said a contract amendment form will be included in next week's packet for council approval of the guaranteed maximum price addition.
