Public works staff reported that four bids were received to resurface Seaford’s larger Nutter Park basketball court; Jerry’s (Jerry's Incorporated) was the low bidder at $35,833. Staff said the work is funded by a grant from the Delaware Opioid Settlement Commission as one element of the Nutter Park Prevention Hub project, and credited the police chief for assembling aspects of the hub.
Councilman Alan Quillen moved to award the contract to Jerry’s Paving; the motion was seconded and approved unanimously. Staff estimated the contractor would begin work within 30–45 days and that the resurfacing itself would likely take about a week, with scheduling adjusted to avoid conflicts with other hub activities such as a backpack giveaway.
