Rochester board awards Chamberlain Business Park utility contract and declares one bid nonconforming

The City of Rochester Board of Public Works and Safety voted July 10 to award the Chamberlain Business Park utility improvements contract to F and K Construction and to adopt a resolution declaring a separate bid nonconforming.
A Commonwealth representative told the board there were seven valid bids for the project, with base bids ranging from about $1.33 million to $2.2 million and a mandatory manhole-coating alternate that added roughly $69,600. Chair moved to accept “the base bid of $1,333,200” from F and K Construction and “the mandatory alternate added bid of 69,600 for a total base bid plus alternate of $1,402,800.” The motion was seconded and approved by voice vote.
Earlier in the meeting the chair read Resolution 13-2026, which states the bid package submitted by Lease Estimating and Hauling LLC was nonconforming because it lacked a bid bond and did not acknowledge required addenda. The board moved, seconded and adopted the resolution by voice vote.
Board members and Commonwealth staff said they conducted reference checks on the recommended low bidder and found no concerns; Commonwealth noted F and K had prior projects and capacity to perform the work. Commonwealth also requested the board include the mandatory alternate for manhole coatings if possible. The board signed award documents and asked staff to route contract materials to the appropriate offices for execution.
The board did not record a roll-call vote tally in the transcript beyond the unanimous verbal “Aye” responses. The contract award and the nonconforming determination were approved during the July 10 meeting; staff will proceed with the contract paperwork and task-order implementation.
