Staff described a task order with SPI (landscape/engineering consultant) to evaluate erosion and drainage at the City Trail tunnel and provide four design options. "We have a current task order with SPI for $26,600 for a tunnel erosion-control study, which will provide four landscape options," the parks/capital projects presenter (speaker 11) said.
The parks board included a placeholder of $825,000 for engineering and construction should the study recommend retaining walls or other major structural work; staff emphasized that riprap or terracing are also possible lower-cost options and that the study will identify feasible approaches. Councilors and staff noted maintenance capacity constraints and potential TxDOT drainage interactions that affect scope and long-term liability. No construction appropriation was approved that night; staff will return with the consultant's study and detailed recommendations.
