John D'Souza of North County Group presented the structural assessment for the garage at 77 Ks Street and described extensive rot in sill plates, a sagging hip roof and wet bond board siding that makes the existing structure vulnerable. D'Souza said the owners preferred a two‑story ADU originally but revised plans were submitted to retain a single‑story footprint while stabilizing the structure. "The sill plates were actually embedded onto the ground... Those portions of the walls would have to get removed," D'Souza said.
Commissioners appreciated the practical intent to save the building but asked for additional documentation. The commission requested architectural elevations that show existing and proposed conditions, a window registry to document existing windows and replacements, and photographs of all sides. The commission voted to continue the application to the next regularly scheduled meeting on August 11, 2026, to allow staff and the applicant time to supply the requested materials and revised plans.
