Several councilors worried the resolution’s original text singled out specific South End locations (Old Fort Road and Wellington Ave) and that including those names in the whereas clauses could be read as pre‑commitment; the council removed that whereas and instead amended the resolves to require a citywide evaluation and to direct administration to return a report within six months identifying at least two candidate locations. Sponsors emphasized the immediate, actionable step was obtaining a memorandum of understanding for the existing North End state parcel so the city can improve and manage that site. The amended resolution passed with the change.
