Council backs $750,000 CDBG application to preserve Mumford Manor senior housing

Bob Plaine, trustee and CDBG correspondent for Church Community Housing, requested council support for a $750,000 Community Development Block Grant application for Mumford Manor at 39 Farewell Street. Plaine said the funding round is the non‑competitive affordable‑housing round and that the preservation project will address deferred maintenance.
"Church community housing would like to apply for $750,000 in CDBG funds during the affordable housing round," Plaine said. Developer Steve Osterguy explained the full project cost is in excess of $16,000,000, relying on low‑income housing tax credits, historic tax credits and a mix of amortizing debt and subordinate soft financing; he said construction would likely begin after the first of the year with preservation work on 34 senior units. After public comment and staff answers, the council closed the hearing and voted to adopt the accompanying resolution empowering city staff to manage the application and administration of the grant.
