Resident urges neighborhood parking exemption, citing safety and construction impacts

John Cook, a Newport resident of 16 years, told the City Council that Golden Hill effectively has “0 parking” for residents as nearby construction at Bellevue has taken available street spaces and King Street is now heavily used by plaza employees and visitors. He told the council he and his wife sometimes rely on the public library lot but the lot’s three-hour limit makes long-term parking difficult.
Cook proposed a simple resident sticker to exempt Golden Hill residents from parking enforcement in local spaces. “You give her a sticker, and just have a sticker that says Golden Hill, and that would not give you a parking ticket,” Cook said. He also raised safety concerns, noting a recent crash that totaled a vehicle parked on King Street and called Thomas Street “very dangerous” for parking.
Councilors asked administration to report back on which streets were currently restricted and why. One councilor noted Jones Street restrictions tied to turning-radius requirements for emergency vehicles and said many spaces remain available outside weekday work hours. The chair said the council would have administration look into the resident’s request and the broader parking impacts from the Bellevue construction.
