At a public hearing preceding the vote, resident and proponent Medy Gantz told council she "loves our Recycle Center" and praised the staff who run it. Other commenters, including Paula Latasa, said they supported the water and sewer increases but raised practical questions about charging nonresidents who use the recycling center and whether the city receives any revenue from cardboard. Council discussion led to direction for staff to begin tracking data on nonresident recycling users and to consider implementing a fee if warranted.
The council tied the rate adjustments to long-term infrastructure obligations. Recorder Christine Wolfe explained a budgetary adjustment for higher insurance costs during the related budget hearing but said the fee proposal aims to finance capital and regulatory needs without altering the total adopted budget. The resolution is recorded as Resolution 06242026-01 and passed unanimously.
