Maupin council denies rezoning request for 199 Elrod Avenue amid short‑term rental concerns

Mayor Carol Beatty and the Maupin City Council on July 26 rejected a Planning Commission recommendation to redesignate 199 Elrod Avenue from Medium Density Residential (MDR) to Recreational Commercial (RC).
Planner Kirk Fatland introduced the amendment and said he recommended denial based on prior council conversations about short‑term rental (STR) regulation. Councilors Susan Wright and Mike Foreaker said they were concerned the rezoning would set a precedent and reduce housing available for full‑time residents. Planning Commissioner Michael Jones, who chaired the Planning Commission meeting on the application, told councilors "the current approach to STRs is broken," and said the commission advanced the application because existing rules are difficult to apply consistently.
Councilor Mike Foreaker moved to deny the Comprehensive Plan/Zoning Map Amendment; Councilor Mark Roper seconded. The motion passed 5‑1‑1 — Ayes: Foreaker, Roper, Wright, Peck, Beatty; Nay: Rob Miles; Abstain: Tom Troutman.
Councilor Rob Miles argued the Wood property at issue is not on the market for long‑term housing and said short‑term rental decisions can be considered case‑by‑case. The council scheduled a joint work session with the Planning Commission on August 3 to revisit STR regulation and to provide more clarity on how rezoning requests and STR rules should interact going forward.
The denial is a procedural decision on the rezoning application; no ordinance or land use permit was adopted. Next steps are the August 3 joint work session to review STR regulation and any future applications that come before the Planning Commission.
