Commissioners urged to register for MPCA conference; council liaison notes mayor resignation effective Aug. 31

Roxanne Hemphill, president of the Maryland Planning Commissioners Association, told the commission that MPCA will run a conference in partnership with the APA Oct. 18–20 at Turf Valley Resort and encouraged commissioners to register and indicate hotel needs. "We're going in we're going in deep," Hemphill said, describing sessions on Robert's Rules, site-plan reading, planning ethics and fair-housing rules.
Council liaison Kelly summarized council business from its July meeting: the Sept. meeting date moved to Sept. 14; the town–county agreement with Carroll County was approved; the council received state and county letters about the Warfield annexation; a hearing on ordinance 2026-22 (food-truck regulation) was set for Aug. 3 at 7:15 p.m.; and the mayor announced his resignation effective Aug. 31. Town planner John confirmed the MPCA dates and location (Oct. 18–20, Turf Valley Resort) and encouraged commissioners to register promptly.
Next steps: Commissioners who want to attend the MPCA conference were asked to notify staff to facilitate registration and hotel reservations.
