Tiffany Fawcett, Carroll County's liaison to Mount Airy, briefed the commission on county planning activity, saying the county’s technical-review committee saw five plans this morning — four were solar-related — and that applications are coming in rapidly, primarily in Finksburg and the county’s northeast side. "We had our technical review committee this morning, and we had 5. Normally, there's 2 to 3, plans that come through, and 4 out of the 5 were solar," she said.
Fawcett also flagged pending water and sewer master-plan fall amendments and said the county will soon reach out to the town for possible text amendments and a triennial update. She noted a state-law change that as of Oct. 1 will vest complete residential applications to the zoning in effect at the time of submission, meaning applications submitted as complete before that deadline will be governed by the existing rules at submission.
Commissioners pressed for details about the forest conservation replacement ratio and cluster-subdivision rules; Fawcett said she would obtain and share precise language, adding that state guidance and county text amendments are expected to be before county commissioners for hearings. On solar siting, she said moratoria had been removed and the county adopted state standards, with certain thresholds (around 2 megawatts) triggering additional state review and certification for community-scale projects. "And that's for over 2 megawatts, I do believe," she said.
